The South Jersey Transportation Planning Organization (SJTPO), in partnership with Cumberland County and the Cities of Vineland, Millville, and Bridgeton, developed a Bicycle and Pedestrian Safety Action Plan for Cumberland County. On this website, you will find information regarding the four safety projects that are currently being advanced from the plan.

SJTPO’s ongoing safety programs are working towards a future with zero roadway fatalities and serious injuries. Four projects (five corridors) were derived from the Cumberland County Bicycle and Pedestrian Safety Action Plan and are now in the design process:

  • Bridgeton Pedestrian Safety Improvements (Atlantic Street and Irving Avenue)
  • 3rd Street and Wheaton Avenue Traffic Calming and Pedestrian Safety Improvements
  • High Street Pedestrian Safety Improvements
  • East Avenue Pedestrian Safety Improvements

These projects each have various safety issues that the project team is working to address through appropriate countermeasures. Particular attention was given to the most vulnerable road users, bicyclists, and pedestrians. 3rd Street and Wheaton Avenue, City of Millville  

3rd Street/Wheaton Avenue serves as a residential street and a north-south connector between Millville and Vineland. The project area experiences high speeds inconsistent with adjacent land use and density within Millville’s Center City neighborhood. The identified deficiencies include non-conforming ADA curb ramps, insufficient illumination at intersections, failure of vehicles to stop for pedestrians in crosswalks, high speeds, poor sight lines at skewed intersections, high numbers of vehicle conflict points, long distances between marked crosswalks, and a lack of pavement markings.

Proposed Improvements include the following:

  • Curb Extensions
  • High Visibility Crosswalks
  • New Traffic Pattern
  • Raised Pavement Markers (RPMs)
  • Roadway Width Repurposing
  • ADA Improvements
  • Intersection Improvements at 3rd Street and Wheaton Avenue
  • Intersection Improvements at Wheaton Avenue and G Street

Concept

High Street, City of Millville

High Street experiences high speeds, inconsistent with the surrounding land uses and density associated with the downtown business district. The network crash screening identified this portion of High Street as the second-highest ranked crash location in Cumberland County and the highest crash location in the City of Millville. The identified deficiencies include non-conforming ADA curb ramps, insufficient illumination at intersections, failure of vehicles to stop for pedestrians in crosswalks, high speeds, long distances between marked crosswalks, and problems negotiating left-turn movements at intersections.

Proposed Improvements include the following:

  • Mid-Block Crossing
  • High Visibility Crosswalks
  • Roadway Width Repurposing
  • Two-Way Left Turn Lane (TWLTL)
  • ADA Compatible Curb Ramps

Concept

East Avenue, City of Vineland

East Avenue was targeted as one of the four projects because of its current safety risks and design deficiencies. With a high presence of bicycle and pedestrian crashes as well as crashes that resulted in injury, the East Avenue corridor was the third highest ranked crash location in Cumberland County based on network crash screening. SJTPO, Cumberland County, and the City of Vineland have advanced this project into the Preliminary Engineering phase in order to improve this prominent corridor through the City of Vineland.

Concept

Bridgeton Pedestrian Safety Improvements, Atlantic Street and Irving Avenue, City of Bridgeton

The Bridgeton Pedestrian Safety Improvements project includes improvements along two corridors due to the close proximity and similar deficiencies of the corridors.

The Atlantic Street project limits begin at Harvard Avenue and extend 0.84 miles to Vine Street (CR 697). The identified deficiencies include non-conforming ADA curb ramps, insufficient illumination at intersections, high speeds, lack of marked crosswalks, lack of pavement delineation, and offset geometry at the intersection of Atlantic and Vine Streets.

The Irving Avenue project limits begin at Pearl Street (NJ 77) and extend 1.07 miles to Burlington Road (CR 638). The identified deficiencies include non-conforming ADA curb ramps, insufficient illumination at intersections, high speeds, lack of marked crosswalks, lack of continuous sidewalk/pedestrian facilities, lack of pavement delineation and defined parking, and sight lines around sharp horizontal curves.
