Countywide Local Road Safety Plans

SJTPO in association with Greenman Pedersen Inc. Jacobs, Urban Engineers, and IMEG developed four Local Road Safety Plans (LRSPs) for Atlantic, Cape May, Cumberland, and Salem Counties to reduce fatalities and serious injuries on local roads. Developed through data analysis and community collaboration, the plans focus on the Safe System Approach to guide safety investments and support funding opportunities. Since their adoption in November 2024, SJTPO has continued working with local partners to advance implementation and improve roadway safety throughout the region.

SJTPO began developing four Local Road Safety Plans (LRSPs) in 2022 for Atlantic, Cape May, Cumberland, and Salem Counties. These plans help communities identify road safety concerns, understand where and why serious crashes occur, and prioritize improvements that can make local roads safer. Each plan was tailored to the specific needs and challenges of its county and resulted in a list of recommended actions and projects aimed at reducing fatalities and serious injuries.

The plans were created through a collaborative process that included reviewing crash and roadway data, gathering input from county and municipal officials, state agencies, community organizations, and residents, and holding public workshops. This outreach helped build agreement around safety priorities and solutions that reflect local concerns. The LRSPs were developed using the Safe System Approach (SSA), a nationally recognized framework that acknowledges that people make mistakes and focuses on creating safer roads that help prevent crashes and reduce the severity of injuries when they do occur. This approach also helps communities identify improvements that may be eligible for state and federal funding.

In November 2024, the LRSPs were formally adopted by each county’s Board of County Commissioners. Since then, SJTPO, with support from its consultants, has continued working with the counties to put the plans into action and advance projects that support the shared goal of reducing fatalities and serious injuries on county and local roads.

Training Videos

To support counties and municipalities as they implement their Local Road Safety Plans and continue working toward reducing fatalities and serious injuries, the consultant team developed three training videos. These videos provide practical guidance on a range of safety-focused strategies, including behavioral and education-based approaches, temporary demonstration projects that can test roadway improvements, and funding opportunities available to help advance safety initiatives.
