Equity
A fair and just public process for all residents and stakeholders in the region. The SJTPO has formal plans for Title VI, Limited English Proficiency (LEP), and Environmental Justice (EJ).
SJTPO is committed to making a special effort to seek out and consider the needs of groups traditionally not well-served by the existing transportation system.
These groups include but are not limited to persons who are older adults, communities of color, of limited English proficiency (LEP), disabled, do not have access to a vehicle, and have lower incomes.
SJTPO has formal plans pertaining to Title VI, Limited English Proficiency (LEP), and Environmental Justice (EJ).
The plans identify populations and document SJTPO’s efforts to ensure the process and projects include and benefit these previously mentioned populations.
Additionally, information on all plans can be found in the Public Involvement Plan (PIP), which documents the rules SJTPO will follow and identifies methods that SJTPO will employ in its efforts to ensure that planning efforts include the public to the greatest degree reasonably possible.

As the Metropolitan Planning Organization (MPO) for southern New Jersey, SJTPO serves as the primary forum where the New Jersey Department of Transportation (NJDOT), transit providers, local agencies, and the public work together to develop local transportation plans and programs that address the region’s needs. SJTPO assures that no person or group(s) of persons shall, on the grounds of race, creed, color, national origin, age, ancestry, nationality, gender, disability, religion, affectional or sexual orientation, gender identity or expression, income level, ability to read, write, or speak English be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination through the federally-mandated metropolitan transportation planning process undertaken by SJTPO, whether the activities are federally funded or not. Any person who believes he/she/they have been aggrieved by an unlawful discriminatory practice by SJTPO under Title VI has a right to file a formal complaint.
Limited English Proficiency (LEP)

Language barriers may prohibit people with limited English proficiency (also known as LEP) from obtaining services, information, or participating in the public planning processes. To better identify populations with LEP and thoroughly evaluate SJTPO’s efforts to provide meaningful access, SJTPO has produced an LEP Plan. SJTPO takes reasonable steps to provide meaningful access for persons with LEP in its programs and activities, including involvement in public outreach meetings and events.
Environmental Justice (EJ)

The Federal Government defines Environmental Justice (EJ) as, “the fair treatment and meaningful involvement of all people regardless of race, color, national origin, or income with respect to the development, implementation, and enforcement of environmental laws, regulations, and policies.” For SJTPO, fair treatment means that no group of people should bear a disproportionate share of the negative consequences and should share equally in the benefits resulting from projects, programs, or other activities supported by SJTPO. SJTPO is committed to making EJ a part of its planning process, integrated into all programs and plans, and a guide for public outreach efforts.
