RFPs
To assist SJTPO in advancing regional priorities as well as carrying out various federal mandates, SJTPO frequently solicits the expertise and support of qualified professional consultants. The process of soliciting this support is typically done as a Request for Proposals (RFPs).
Below are lists of upcoming RFPs, Current RFPs, and an Archive of RFPs with selected proposals.
SJTPO will also post RFPs it is partnered on with other agencies, as well as RFPs of subregions who elect to share them with SJTPO.
Interested firms are encouraged to check back periodically during the RFP response period for addenda to the RFP as well as questions and answers. Please note that for upcoming RFPs, all dates shown are best estimates and may be subject to change.
Please do not contact SJTPO for updated dates. Interested individuals or firms may join SJTPO’s Request for Proposals (RFPs) email list via the form at the bottom of any SJTPO webpage. Those emails generally include initial announcements of any RFP available.

Confidentiality is of the utmost importance throughout the entire consultant selection process by all parties involved. The results of the Consultant Selection Committee meetings and all material regarding the consultant selection process are considered confidential until the SJTPO Policy Board approves the selection and notice to proceed is issued.
In order to ensure open and equitable access to all information, all questions regarding a proposal or the selection process during an open solicitation must be submitted in writing to the project manager noted in the specific RFP prior to the deadline for question submission and will be answered in writing in the Questions and Answers memo posted with that RFP. All questions submitted after the question submission deadline, including any questions about the selected firm will only be answered after a selection is approved by the Policy Board.

Submitted a Proposal and Want a Debrief?
SJTPO offers debriefings with firms who submitted but were not selected. These debriefs may only be scheduled after the Policy Board approves the selected firm and the winning proposal is posted to the website. Firms interested in a debrief should review the winning proposal posted in the Archived RFPs section, below, prior to requesting a debrief. A debrief may be requested in writing to the project manager of the project in question. SJTPO will not divulge the names of other firms who submitted or any specific scoring related to any proposal. These debriefs are meant as a courtesy to offer insights for firms interested in future RFPs to better understand possible improvements in future submissions.

FY 2023 Demographics Analysis

SJTPO, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

Disadvantaged Business Enterprises (DBE) & Emerging Small Business Enterprises (ESBE)
SJTPO is committed to providing opportunities for Disadvantaged Business Enterprises (DBE) and Emerging Small Business Enterprises (ESBE) to compete for work. DBEs are certified by the New Jersey Unified Certification Program (NJUCP) in accordance with 49 CFR Part 26. ESBEs are those entities seeking to participate in contracts that meet the definition of a small business concern set forth in Section 3 of the Small Business Act and Small Business Administration regulations as per 13 CFR Part 121. Any party that enters into an agreement with SJTPO is encouraged to involve DBEs and/or ESBEs in the required work and to submit documentation of any such involvement in the proposal narrative and budget. Proposals that do not include DBE and/or ESBE involvement, must provide evidence of good faith efforts to demonstrate sufficient reasonable efforts was made to meet the DBE or ESBE contract goals. A respondent shall document the steps it has taken to obtain DBE or ESBE participation. In addition, DBEs and ESBEs are highly encouraged to review all opportunities with SJTPO and apply as a lead or sole firm.
All parties to SJTPO agreements shall take all necessary and reasonable steps under 49 CFR part 26 to ensure nondiscrimination in the award and administration of any subagreements and in addition each prime contractor or subrecipient must include the following assurance in any subcontracts entered into.
The contractor, sub recipient or subcontractor shall not discriminate on the basis of race, color, national origin, or sex in the performance of this contract. The contractor shall carry out applicable requirements of 49 CFR part 26 in the award and administration of this agreement.
