TRANSPORTATION IMPROVEMENT PROGRAM

MPO's are responsible for capital programming through an annually-updated multi-year 
Transportation Improvement Program (TIP). The TIP lists the projects and programs scheduled for available funds.  It contains all federal and state funding for surface transportation projects in the SJTPO region.

Congestion management/air quality program

The Congestion Mitigation and Air Quality Improvement Program (CMAQ) is a federal program which funds projects and programs that improve air quality and reduces traffic congestion. It is jointly administered by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA) in consultation with the Environmental Protection Agency (EPA).

UNIFIED PLANNING WORK PROGRAM

In addition, MPO's prepare a Unified Planning Work Program (UPWP), which describes all metropolitan transportation and transportation related air quality planning activities anticipated within the area during the year.

PUBLIC INVOLVEMENT

Public Involvement is one of SJTPO's core responsibilities. SJTPO is committed to provide thorough information, timely notice, full access for all segments of the population, and ample opportunity to participate.

Among the many techniques we use are a Citizen Advisory Committee, comment opportunities at Policy Board meetings, special purpose 30 day comment periods, press releases, our On the Go newsletter, and annual reports.  SJTPO has recognized since its formation that public involvement is essential to the organization's success.

The Intermodal Surface Transportation of 1991 Efficiency Act (ISTEA) established a strong role for MPOs' public involvement initiatives and set new, detailed standards.  Our official Public Involvement Policy (PIP) details the procedures that we follow to meet these goals.
