JOB ACCESS REVERSE COMMUTE


In 1997, the New Jersey Departments of Transportation and Human Services, along with the New Jersey Transit Corporation (NJ TRANSIT), initiated a statewide planning process to address the transportation needs associated with the state’s Work First New Jersey (WFNJ) welfare reform initiative.  Each of the state’s 21 counties developed a Community Transportation Plan that incorporated local and regional transportation strategies.  These plans formed the basis for the State and County applications for federal Job Access and Reverse Commute (JARC) funds.

The Community Transportation Plans for the four SJTPO Counties of Atlantic, Cape May, Cumberland and Salem were subsequently summarized by SJTPO in the publication SJTPO Mobility Plan for Transit Dependent Populations (February 2000).

The Job Access and Reverse Commute Plan Update (June 2002) which identifies and recommends a variety of transportation services that are needed to connect public assistance recipients to jobs and related employment activities, updates the 1997 county plans and 2000 SJTPO summary.  This report summarizes background information on socioeconomic and demographic characteristics of the SJTPO region, identifies regional transportation needs, and presents a series of service strategies for addressing these needs.
